Regulations "VISA Tour of World Class 2022"

1. OBJECTIVES OF COMPETITION

1.1 VISA The Tour of World Class (“Cycling”) race is conducted with the aim of:

- development of cycling in the Republic of Kazakhstan.

- raising the status of regional cycling competitions;

- an opportunity to demonstrate endurance, strength of mind and speed, not being a professional member of the national cycling team.

- promoting a healthy and active lifestyle;

- development of the culture of the city;

- support of young talented athletes - the future of Kazakh sports;

- attracting as many residents as possible to the sport of cycling.

 

2. ORGANIZERS OF THE COMPETITION.

2.1. General management is carried out by the courage to be the first corporate fund.

 

2.2. The organization for the preparation and conduct of the competition is the responsibility of the Organizing Committee (hereinafter - the Organizing Committee) - the corporate fund "Courage to be the first"

 

3. PLACE AND TIME OF COMPETITIONS

3.1. Day and time of competition: August 7th 2022 from 06.00 to 13.00.

 

3.2. Venue: Almaty, SEC "Mega Center Almaty" (Rozybakiyev st., 289)

 

 

4. DISTANCES AND AGE CATEGORIES

4.1. The program of the competition includes the distances:

14 km (children) for road and mountain (MTV) bicycles;

32 km for road and mountain (MTV) bicycles;

52 km for road bikes.

 

4.2. Age categories:

14 km:

Boys: 12-14, 15-17 years old;

Girls: 12-14, 15-17 years old

32 km:

Males: 18-30; 31-40; 41-49, 50+ years;

Women: 18-30; 31-40; 41-49, 50+ years

52 km:

Men: 18-34, 35-49, 50+ years;

Women: 18-34, 35-49, 50+ years

 

 

5. PARTICIPANTS

5.1. Participants aged 12 – 17 can take part in the 14 km distance on road and mountain bikes , on provision of their birth certificates, a copy of the parents' identity card and a permission form from the parents;

 

5.2. Participants on road and mountain bikes from 18 years of age upwards, are allowed to participate at a distance of 32 km with an identity card and a health certificate.

 

5.3. Participants are allowed to participate at a distance of 52 km exclusively on road bikes from of 18 years and upwards,  with an identity card and a health certificate.

 

To participate you must confirm your qualification. The requirement for qualification is participation in a official cycling race for amateurs, such as:

Tour Of World Class Almaty (2018 - 2019) 57 km – all finishers;

Tour Of World Class Almaty (2018 - 2019) with a finishing time:

- no more than 1 hour 20 minutes for men,

- no more than 1 hour 30 minutes for women;

Gran Fondo Tour

52 km - no more than 2 hour and 20 minutes.

104 km - no more than 4 hours and 05 minutes.

 

5.3.2. After filling in the registration form, you must attach an electronic certificate or a screenshot indicating the result.

 

6. ORGANIZATION COSTS AND HOLDING COMPETITIONS

6.1. The costs of organizing and conducting the competition are borne by the Organizing Committee.

 

6.2. The cost of travel, accommodation and meals are borne by the sending organization or the participants themselves.

 

 

7. DETERMINATION AND AWARDING OF WINNERS

7.1. Awards for children in the road bike category at a distance of 14 km for 1st -3rd places in two age categories: 12-14 and 15-17 years.

 

7.2. Awards for children in the MTV category bicycles at a distance of 14 km for 1st -3rd places in two age categories: 12-14 and 15-17 years.

 

7.3. Awards for men and women at a distance of 32 km in the category of road bikes for 1st -3rd  places in four age categories: 18-30 years old, 31-40 years old, 41-49 years old, 50+.

 

7.4. Awards for men and women at a distance of 32 km in the category of MTV bicycles for 1st -3rd  places in four age categories: 18-30 years old, 31-40 years old, 41-49 years old, 50+.

 

7.5. Rewarding participants among men and women at a distance of 52 km in the category of road bikes for 1st - 3rd places in four age categories 18-34 years, 35-49 years, 50+.

 

7.6. Awards for men and women at a distance of 52 km for 1st -3rd  place overall. Outright winners of the overall competition receive a cash voucher, certificate, and medal. Winners of the overall competition are not awarded in age categories.

 

7.7. Winners and medalists by age categories receive a diploma, a medal and a valuable prize.

7.8. Cash prizes are issued at the 'Courage to be the First Corporate Fund' office during working hours within 10 working days after the event only to the prize-winner in person with identification.

7.7.1. In the event that a participant cannot independently collect prize money, he may reassign the receipt of money to an authorized person. To do this, when the prize is issued, you must have:

1. The power of attorney on behalf of the recipient of the prize money, notarized;

2. A copy of the identity document of the winner;

3. A copy of the identity document of the recipient.

7.7.2. If the participant cannot independently collect the prize money and reassign it to the authorized person, the winner must send the following data to info@almaty-marathon.kz:

For residents:

Passport, ID, account or card number.

For non-residents:

Passport and name of the city in which they will receive money, as well as the name of the bank. The transfer fee is paid by the member.

 

8. REGISTRATION AND TERMS OF ADMISSION TO COMPETITIONS

8.1. Registration of participants will be carried out on the website www.almaty-marathon.kz from June 6, 2022 and will end on August 5, 2022 or until the total number of participants is reached - 1000 people.

 

8.2. A registered participant is one who has completed the online registration procedure and paid the entry fee according to the ID number assigned upon registration for this particular race. Only paid applications are included in the list of participants.

 

8.3. By registering and paying the entry fee the participant agrees with the Competition Regulations.

 

8.4. The issuance of starter packs will be carried out at World Class Almaty fitness club at the address: Almaty, ul. Nauryzbay batyr 89 in the period from 4 to 5 August 2022 from 10:00 to 20:00

 

Attention! No starter packages will be issued on other days.

 

8.5. Participants must provide the following documents on collecting a participant package in order to compete:

For participants aged 12 to 17 years:

• Copy of ID (copy of birth certificate);

• Document from parents for permission to participate in the competition;

• A copy of the parents' identity documents.

 

For participants aged 18 and over:

• ID cards;

• Certificate confirming responsibility for their own health.

All documents shall be submitted in a printed form.

If a participant of the Competition cannot pick up his/her starter kit in person, then other person can do it on special days of issue upon presentation of a copy of his/her ID card, a copy of the ID card (printed) of the participant, who cannot pick up the starter kit in person, and the participant’s Health Acknowledgement.

 

8.6. Entry fee:

For participants at 52 km – 15 000 KZT;

For participants at 32 km – 12 000 KZT;

For participants at 14 km – 10 000 KZT.

 

8.7. Changing distance and category (road, MTV) is available only until August 5, 2022 (inclusive). If you have already paid for your place, you must contact the Organizing Committee and pay 1000 tenge for the change of distance. In case of changing the distance within the Competition from a shorter to a longer one, the difference in the cost of the slots shall be paid as well. In case of changing the distance within the Cycling from a longer to a shorter one, the difference in the cost of slots is not refundable! It is possible to change the distance within the Cycling only if there are free slots for the selected Cycling competition distance.

 

8.8. Funds contributed for participation in the cycling are not refundable.

8.9. Participants without start numbers are not allowed to compete.

 

9. THE TIME LIMIT FOR COMPLETING THE DISTANCE

The time limit for completing the distance of 14 km - 00 hours and 40 minutes

The time limit for completing the distance of 32 km - 2 hour 00 minutes

The time limit for completing the distance of 52 km - 3 hours 00 minutes

 

 

10. GENERAL RULES OF COMPETITION. TECHNICAL REQUIREMENTS

10.1. Official results will be published on the website www.almaty-marathon.kz within 24 hours after the end of the event.

 

10.2. The result of a competitor is recorded only if the race number is correctly placed. The race number must be clearly visible. The race number must be affixed to the chest of the competitor and to their bicycle.

10.3. The Organizing Committee of the competition does not guarantee 100% recording of personal results for each of the participants under the following conditions:

• Incorrectly attached chip;

• Participant participated with another chip;

• Magnetic interference with chip;

• Disqualification by decision of the jury.

 

10.4. The Organizing Committee reserves the right to make a final decision on the disqualification of the participant in the absence of the participant’s mark in one or more check-points.

 

10.5. Terminology in deducing the results:

DNS - Did not start (member did not start)

DNF - Did not finish (participant did not finish)

DSQ - Disqualified (member disqualified)

Finishing time is the time from the start of the start gun to the participant’s crossing the finish line.

Chip time is the time from the crossing of the starting line to the crossing of the participant’s finishing line.

 

IMPORTANT! Determination of the winners and runner-ups is made according to the participant’s finishing time.

 

10.7. PROHIBITED

10.7.1. For violation of the rules specified below, the sanction is applied in the form of disqualification of the race number of the participant from the general standings:

It is strictly forbidden to participate in the cycle stage without a helmet.

It is forbidden to participate in a bicycle stage on a technically faulty bike with faulty brakes.

It is forbidden to ride with headphones.

It is forbidden toride while a telephone that is not equipped with a technical device that allows you to negotiate without hands.

It is forbidden to use outside help during the race even for repair of the bike.

It is forbidden to change the bike during the race (it is allowed to replace individual parts and equipment, with the exception of the frame).

It is forbidden to use any methods and means capable of facilitating the completion of the race (motor-wheel, electric bicycle, etc.).

It is forbidden to change the approved route of the cycle stage.

It is forbidden to insult each other.

During the bicycle phase, any repairs in the route area are FORBIDDEN. In the event of damage to the bike, the competitor does not have the right to stand in the way of the race pack, move against the movement of the other cycle participants, and is obliged to leave the bicycle phase onto the sidewalk to the right of therace area.

It is forbidden to use bicycles installed with an aerowheel (“lounger”).

Any outside assistance to participants during the race is prohibited. A participant who has received help from outside will be disqualified.

(Updated on August 5, 2022) Riders licensed by the cycling national federations last 3 years are not allowed to participate in the “VISA Tour of World Class” cycling race.

 

10.8. Technical requirements for bicycles.

To participate in the competition there are allowed two types of bike (road and MTB).

10.8.1. Technical requirements for road bikes:

The minimum weight of the whole bike as a whole (the standard weight of the UCI system is 6.8 kg);

The special wheel shape with a narrow tread width (1.8-2.8 cm) and a diameter of up to 700 mm according to the ETRTO standard;

No depreciation fork in the design of the bike.

A special form of steering ("ram horns");

Fixed-wheel and TT bikes are strictly prohibited.

10.8.2. Specifications for mountain bikes:

Reinforced trapezoid frame;

Durable wheels. Permissible wheel diameter 26, 27.5, 29 inches;

The chain drive is equipped with a speed selector;

Mountain bike mass 8 - 17 kg;

In the category of MTB are allowed hybrid bicycles, combining the attributes of both mountain and road bike;

The main admission criterion is the MTB frame. It can be mounted on a hybrid slick bike;

The steering wheel is not a criterion for evaluating a hybrid bike.

 

11. CALCULATION OF RESULTS AND DETERMINATION OF WINNERS

11.1. The result of the participants of the race is fixed by the electronic timekeeping system and is confirmed by the panel of judges. Determination of the winners and runner-ups takes place at the finish time of the participant.

 

11.2. The panel of judges. The judges carefully monitor the observance of the rules of the competition, to ensure that the competition is conducted fairly and honestly, and the winner was determined objectively. All sports judges serving this competition shall constitute the panel of judges.

 

11.3. The panel of judges includes:

• Chief Judge of the Competition

The main judge in advance checks the readiness of the competition venue, distributes the judges in individual areas of work and monitors the performance of their duties. After the end of the competition, the chief referee makes a report on the event and presents it and the results of the competition to the Organizing Committee.

• Chief Competition Secretary

The chief secretary of the competition processes the protocols and displays the results, draws up the necessary materials in a timely manner to inform the judges, participants and spectators about the course of the races, and after they are finished, makes a general report on the results.

• Start and finish zone judges

The judges of the start-finish area strictly monitor the fact that the athletes race according to the groups by distance, so that at the start the rules are followed, and no one gets the has an unfair advantage. Judges at the finish line record the first 10 finishers according to the finishing protocols. Protocols are transmitted to the head judge for verification of results with the timekeeping system.

• Distance Judges

The judges for the distance record compliance with the rules on the route. They make sure that the participant does goes the full distance and does not cut the route.

 

It is allowed to invite professional athletes and specialists to the panel of judges.

 

12. PROTESTS AND CLAIMS

12.1. A participant in the right to submit a protest affecting a prize in the absolute championship, but they must do so on the day of the event up to the moment of awarding;

 

12.2. Protests are submitted to the organizing committee and reviewed by the panel of judges;

12.3. Participant has the right to file a claim within 2 (two) calendar days after the end of the event;

Claims are sent to info@almaty-marathon.kz

When filing a claim, you must specify the following data:

• Name and first name (anonymous messages are not considered);

• The essence of the claim, what is the claim;

• Grounds for a claim (photo, personal stopwatch, subjective opinion, etc.).

 

12.4. The organizing committee, within 24 hours, from the moment of filing a protest or a complaint, prepares a formal response, which is sent to the email address from which the complaint was filed;

12.5. Claims are accepted only from participants.

 

13. MEDIA ACCREDITATION

13.1. Media accreditation takes place in advance. For accreditation, it is necessary to send data (the name of the media, the full name of the correspondent, operator, photographer, contact phone number and e-mail) to prmanager@almaty-marathon.kz.
